Delivering humanitarian aid in high-risk contexts: the challenges of sanctions and terrorist financing measures

In a world that is increasingly dominated by security considerations, intergovernmental bodies like the Financial Action Task Force (FATF) have become ever more important. Fighting tax evasion, money laundering, and the financing of terrorism (abbreviated as AML/CFT) is high up on the political agenda, and has become an obsession with politicians. Banks, civil society organisations and government agencies, while united in trying to do their best, are finding it increasingly cumbersome to comply with all the rules and regulations that OECD, FATF, the EU, and national governments are issuing. Transferring money from one country to another is often unexpectedly halted or delayed. To improve on this situation, FATF has revised its Recommendation 8 on Non-Profit Organisations (NPOs), including on developing cooperative relationships among the public and private sectors and with NPOs. The United Kingdom has established a Tri-Sector Group which brings together NGOs, banks and government departments to address these challenges. Germany had its first Tri-Sector Group meeting in March this year to improve the collaboration between these different stakeholders.

Sharon Harvey from the UK Foreign, Commonwealth and Development Office and Lukas Goltermann from VENRO, the German Association of Development NGOs will talk about the issue and how to comply with the restrictions it entails in a conversation with Rupert Graf Strachwitz, Deputy Chairman of the German British Association.

Lukas Goltermann works as Policy Advisor at VENRO, the Association of German Development and Humanitarian NGOs. He is a member of the NPO Coalition on FATF and one of the speakers of the NPO Delegation to the German Trisector-Group on De-Risking. Lukas received his MA in International Relations from Free University in Berlin and his BA from the University of Sheffield.

Sharon Harvey is the Counter Terrorist Finance Adviser for the Foreign, Commonwealth and Development Office (FCDO). She is the FCDO co-chair of the UK’s Tri-Sector Group, together with the Home Office, which brings together NGOs, financial institutions, and government departments to address the challenges of delivering aid in high-risk jurisdictions. Sharon is also a founding member of the International Dialogue on easing the financial access challenges for humanitarian actors.
